This PR adds a GitHub Actions workflow that validates HOL skill definitions.

This workflow enables the HOL (Hashgraph Online) registry to discover and validate skill definitions in your repository, making it easier to publish and share AI agent skills.
The workflow only triggers when SKILL.md or skill.json files are modified.
